Belt is right when it's loose enough to flex up and down yet isn't  floppy.
I saw one once, that had 138K on it, hadn't been touched since new.   Belt 
was 
so loose it was scary!  Never jumped.
  Too tight and it tends to pull off even with a good   pump.  Add a little 
bushing 
wear and off it goes, slowly.  Grab your pump pulley and give it a  wiggle. 
 It will 
only have slop in one direction though, since it's a bushing.  Sort of  
back and down.
If it's wobbly, you need a bushing, which is a total pump rebuild minus the 
 parts, 
so opt for the parts if you do.
  You'll just have to beat, pull, pry and tap to get the busted  lifters 
out of there.  
They do come out, done many.  You'll most  likely want exhaust guides along 
with the valves.  Of course then you really don't want to try and lap  in 
new valves 
to old seats (tried, they're hard stuff) so it's way easier to have all the 
 seats lightly 
ground, the intakes lightly ground (the ones that aren't bent), new seals  
and you 
have a rebuilt head for <$100 usually.  :-)
