Since both the US and the EU import the majority of their crude, that
is not the case. They use the "same" feedstock, but in fact,
refineries are built to best suit the traditional source of supply
(thus why you see prices go strange when Venezuela stopped selling to
the US - the Gulf Coast refineries were all looking for relatively
heavy and sour product. Great for heavy oil producers in the US -
gave a couple of years of higher wellhead price (that is no where near
the posted price of WTI that you see on the television daily) for an
otherwise very low value product. It can not be shipped as is, but is
bought by midstream buyers who blend at their terminal and send the
on-spec product to refiners.
