  I agree with Sandy.  Check for air leaks.  Still have the "clear" line from the filter to the pump?  It's usually so dark you can't see through it but with a light behind it you can usually tell if there are bubbles.  Start checking all connections, the drain in the bottom of the filter, that the filter is tight and the seal is correctly seated, the clamp behind the filter (to the hard line) is tight, the hose from the hard line to the tank is not wet with diesel, etc.  Wouldn't hurt to inspect/blow out the air fitler too, just in case.

'81 1.6L pickup
I live in a mountainous area and I often have to downshift into third gear to 
aintain speed while cresting a hill.
When I have the pedal to the floor at high rpms lately, the engine will hesitate 
nd loose power like the engine is starved for fuel.  If I back off the 
ccelerator pedal a bit, the engine goes back to smooth operation, but of course 
 end up going quite a bit slower.
It does have a brand new fuel filter on it, and it just had a recent head gasket 
eplacement.  The timing appears correct as it doesn't smoke and does have 
dequate power and gets 50mpg, but I have not actually had the pump timing 
hecked with a gauge.
Any suggestions?
