My friend in town, Bill, just got a 89 Jetta from central PA with 1.6na. It has the same pump and the high altitude device attached to the passenger side wheel well just below the fuel filter.
It looks to be a turbo pump but the boost input nipple on the space ship at the top is just plugged, the vacuum hose on his was connected to the second connection barb just below the top one. It was getting vacuum at a connection just above the vacuum pump and then ran over to the pump, T off to the pump and continued on to the device that is on the wheel well fender.
We disconnected it all as we live 6 feet above sea level.
Just put a plug on it.

Viton hoses are readily available on ebay and through a number of online suppliers. Same for the gasket sets for the injection pump. The "pumpkin" on the top of your pump was an atmospheric pressure compensator It should be attached by some hoses to another device on the passenger side fender well. Basically it worked the opposite of a turbo pump. During high altitude driving or under conditions of deceleration, it would lessen the amount of fuel being injected. Basically it was an early pollution control device. Hayden
