There was a class-action lawsuit about this a few years back, and the
outcome was that VW has to allow qualified locksmiths access to the SKC DB
so they can do work such as this.
I don't know what a reasonable charge would be, but it seems like it should
be cheaper than buying the software yourself. Also anything that claims to
extract the SKC is essentially a tool engineered for theft and probably
illegal, not to mention of potentially dubious functionality.
As far as the write-once bit, I'm not an expert but I'm pretty sure that's
BS. The transponder part of the key is "dumb"'; all the
configuration/coding happens on the ECU side. With the SKC, you should be
able to exactly as you said and marry the key to the immobilizer using
VagCom.
Way back when I put my Euro cluster in my 01, the dealer was still giving
out the SKCs if you asked nicely and persistently enough. Then they
stopped... but I thought they started again after said lawsuit, but I could
be wrong on that point as well.
