[Vwdiesel] New / Used trans in 04 Golf now

Hi all, trans died a few weeks ago on the Golf, so I sourced another one from All Foreign Parts junk yard in Pittsburg.  single owner 04 Jetta, salvage title, 90 day garentee it worked before they pulled it.
1K plus $125 shipping to the shop.
I had no time to do this swap or the ability to re-flash the computer.
 
anyway, after having them install a reconned torque converter, all seems to be running well, better then before.  The only thing I am left with figuring it it the coolant tank.
I can not get the coolant to go into the outer area of the tank, it only fills up the middle ???
What the heck.  It does not seem to be clogged, it just will not let the coolant into the outer chambers and the coolant sensor is going off.
This is after many miles of driving and checking the level?
 
I have taken the 2 screws out, lifted it up and shook it to try and get the fluid to move into the outer chamber but it does not, what the heck I am missing here.  Had no issues before they did the job.
I have removed the tank before when I did the timing belt on the motor and had no issues re-filling it after that job?
