These days, I'm pretty sure, it IS illegal to ride in a towed trailer
in Oregon, unless it's a fifth wheel. I don't know when it would have
changed, but it's been my understanding that it was the case my whole
life.
A towed car, with it's own independent brake system - seems you could
argue that it would be safe enough. I have no idea if it's even talked
about in the law, though. I guess they have so many laws on the books
they could probably make at least a few of them fit...
