You can remove them without the spring compressor but be prepared for a strong but short "boing."  I dont' recall that it's enough to shoot the flange off of the axle stub but it will jump at least.  You really need the tool to install, that or a "bubba" to hold it in while you put the snap ring back on.  
Removal:  Remove the rubberized cap (drive sideways/pry/etc) then push in, removed the snap ring and remove the flange.
 To install, the tool is just a "U" shape with the bolt in the middle.  The bolt is the correct length/size/thread to screw into a threaded hole in the axle stub.  As you screw it in, the "U" part presses the flange inward, compressing the spring, so that you can install the snap ring around the whole apparatus.  New seal/cap, grease and tighten your bolts to THE PROPER TORQUE!!!  I believe it's 28ft-lbs.  Without a torque wrench you're highly likely to have them too loose.


Warning about replacement bolts.  I had a Lobro kit that had new bolts (inner joint).  They were sort of shiny rather than the black oxide type finish.  When properly torqued, about half of them broke or I could feel them stretch!  I replaced them with some decent, old ones I had around!

i have been driving a 90 passat with a mk 1 diesel engine/trans. ov er the 
course of several years i have had to replace the pass side axle (90) twice. it 
is clear that the jetta axles are approx 1" short. installed then with the inner 
joint extended to make up the difference.my parts research indicates i should 
use the later axles from the passat or golf  up to 98(4 cyl manual) which are 
the correct length. to do this i need to install 100 mill flanges. so.. i am 
wondering, does anyone have a video of the flange removal. the puller looks to 
be mounted to the flanges with a center bolt to depress the center shaft, which 
releases the spring loaded pin, is this correct.
i will source the axles locally though i do need the pair of flanges. no hurry. 
the weather has turned cold in chicago.
