No offense Pat but have you ever driven an '81 pickup at night? My Mustang, after any length of time, I'd dim the lights a bit, 914, maybe, '80 Rabbit, especially when going over the pass, '85 Jetta? Usually not but sometimes, B4 Passats, usually not unless late at night, '02 Golf, always unless in town, '81 pickup NEVER! I finally learned to quit trying to turn them up because they wouldn't go up any further.
Sure, too much light from the cluster is distracting, constricting, etc but so little light that you can't read the odometer when trying to follow distance directions, or can't make out the fuel gauge, read the speedometer if it's below 30mph, etc. That's too dim. That's what I had and sounds like he has. Even if I put on my reading glasses I couldn't read the odo unless parked and stuck my nose to the steering wheel. Even then it was iffy. Not bright now but I can at least read most of it without squinting, staring or putting on glasses.
If you've seen one that's too bright, I'd like to buy that cluster for mine! :-)

Why would you want brighter dash lights?????? What is there is
lready far too bright (especially high beam indicators) unless turned
AY down for decent night vision. The fault of most vehicles and
rivers is not realizing that it is CONTRAST that gives best resolution
f what is in the main beams, and ANY light between the objective and
our eyes will contract pupils and destroy visual acuity at distance.
Dim red light IS better for night vision, though.
