In WA State that's how it USED to be. You now either need a passport or an "enhanced" drivers license for land travel. Sea or air requires a passport. I'd be surprised to see that wasn't universal for all border states (Mexico and Canada eh.)
Customs can get snicky. I sent a gift across the border and due to its value, he had to pay customs when he got it. :-P
Best thing is just to say you're meeting a friend that's nearby and has a little time to visit. Say it's about a transaction or that the engine in the back isn't coming back, etc, and they might want more info until you say something that will cost money or make a mess of the transaction. Best thing if asked about the engine would be something like "oh that?...) :-) I don't know but it could just depend on the border guy.
Dad and I went to Vancouver to pick up a tailgate from a guy I'd communicated with for several years. He still had the tailgate, I still hadn't made it there and he hadn't made is south of the border either. He informed me that he was moving on (what ended up as the next day) so we ran up after dropping my daughter off at UW. They looked at us kinda funny when I said we were going to visit a friend that was moving in the morning but did let us through without any problems. An hour or two later, we came back and hardly did more than stop before we were told to have a nice evening and were on our way. Ended up with a tailgate, tail light housing and rear slider and he insisted on not taking a penny for them. I think we managed to finally get him to take $40. REALLY LATE evening but a fun experience and the last time I get to go to Canada until I either get a license with a "chip" in it or a Passport.

I don't think you'll have any trouble getting it across the border - I once
ent to BC with a friend to pick up a transmission and the customs guy
ardly gave it a 2nd look. I'd expect the engine to be the same.
I don't think emissions or certification will enter into it either. If it
ere a car, yes, but this is just "parts", and for all they know it's "for
ffroad use only".
FWIW you *don't* actually need a passport for land/sea crossings, although
t's "strongly encouraged". Just proof of identity and citizenship.
Only thing I'm not sure about is duty charges, but if he's meeting you in
he US, that would be his problem. :)
Just dont' do anything stupid like telling the customs guy that there's a
onetary transaction going on! :)
