The off center thinking comes from the distributors on the gassers. I do believe the tab IS offset to one side but can't swear to it as I have used gas oil pumps to get the larger gears, for TD applications. I use the diesel shaft though so...
I didn't check the seal but all's been well, just 240K on the pump so it had wear. 30mm oil pump so I have plenty of pressure and flow. Rebuilt the block and quite sure I checked the bushing but that was many years ago.

The vac pump and oil pump slot/tab IS centered. The oiling hole that supplies the oil to the vac pump is usually drilled off center in the oil pump shaft and might make the tab appear offset, but the tab is centered and will work perfectly fine either way it is inserted.
Are you sure the oiling system is working correctly? Was the seal in the bottom of the vac pump gear bad? Oil pump bushing in the block?

I have a couple spares actually if you need one of that style. I had one lock up on me after about 30 miles and looked like that then. I only noticed from the oil pressure droping to zero. I still had the old pump in the back so I swapped back over untill I got another pump in there-still running fine since.
