I had a similar issue with my 1980 diesel, I found it easier to remove the access plate in the top of the tank and siphon the fuel out from there. I used several of the large clear gas fuel filters to remove most of the bad stuff, and then added some algae clear to the tank in the proportions it listed to" shock" a tank. And I've regularly added it every 3 months in the maintenance dose listed on the bottle.
