[Vwdiesel] Not diesel, Type 1 1600 single port oil pressure

so, I got the bug running and noticed when cold I am seeing these oil pressures
less then 50 miles on the rebuilt motor I did 8 years ago.I put new rings in, new main bearings and cams, rear main seal, not sure if I put in a new oil pump???The original motor only had 75K on it, maybe 175K, but I don't think so, this car sat for 10 years before we got it, 11 years ago.I kept it original with single port heads, new valve guides and new exhaust valves installed, not intakes.
so, oil pressure is way low when hot, can not get more then 10psi.rule of thumb, 10psi per 1,000 RPMidle, about 10 psithis is on a cold start with 10W-40 motor oil.1K about 15psi2K about 20psi3K about 30psi
Thermostat spring is hooked up and may not be opening the cooling louvers all the way in the bottom of fan housing, so I will re-adjust it when it is hot to full open when hot, not full closed when cold and it may not be opening all the way, so I could be getting the motor too hot??But, I know it is moving them some, I see it move the arm that pulls a cable to open cold air intake on the air filter.
So, if after re-adjusting the thermostat spring to be full open when hot, and I still have no oil pressure when hot,
I need to change the oil pump, right???that is the logical next step?>
