I would check the following:

1) Idle stabiliser valve and its relay - next time you have fast
   idle, disconnect the controlling voltage to the valve, if the idle
   goes down to a stutter, you have found the problem. Since it
   is sporadic, it is more likely to be the relay.

2) Throttle body - is two staged. I had a fast idle (2800) on my
   Jetta and it turned out to be the first stage flapper valve
   in the TB was stuck open.
