My 4000 quattro had a simular problem.  It sounds like a problem with the
idle stabilization system.  I had a crack in the air bypass tube (rubber)
on the throttle body.  At first I just wrapped it with duck tape, but
eventually I replaced the tube.   Extra air was leaking in through the
crack causeing the system to overcompenate.   ---JCG.
