Check the microswitch that sits on the opposite side of the throttle valve.
It should have a quiet click as the throttle goes fully closed. It could be a
mis-adjusted switch, or a bad switch ( or something else ...)

If you are willing to spend $35 each, new switches are the best long term
solution. Else try and clean them with Radio Shack Television Cleaner/Lube.

I suspect that this group has posted sufficient information during the last
month for any good mechanic to add at least 30 to 50 HP with a few $ and
two or three weekends work.

This is a tweaking adjustment on the length of wire between the left and
right side latches. There is no adjustment available to speak of, but bending
the rod/wire that goes between the release pull wire and the latch mechanism
will provide enough "fine tuning" to get both latches to work correctly.
If this distance between both latches is incorrect, one latch "bottoms out"
and the other latch latch does not. Adjust the distance so that both "bottom
out" together.
