OK, here's a guess. Stuck brake proportioning valve? No personal experience
with this but intuitively, a stuck proportioning valve could be reducing the
amount of fluid flow (and the pressure) to the rear brakes all the time
instead of the "load-shift-to-front under hard-braking" situations when
its supposed to.
