It isn't that the ABS doesn't work in snow, it's that deep snow or sand, etc.,
will build up in a pile (a moving pile) in front of a locked tire and can
actually provide greater stopping powere than a tire which is still rolling
on top of the snow/sand/etc.  ABS is much better when the surface is slick
like with packed snow or ice.  It is still good in deep snow.  But - very deep
snow and conventional braking is better yet.  It take a lot of energy to plow
snow.  :-)
The ABS system works pretty well when all is well with the car.
