  Yes, '88 ur-Quattros were never (legally) imported to the US, '85 was the
  last year. If you do not
  have the 20V engine, I should think that the specs for the 82-85s would
  be generally applicable.
  You could alter your wastegate to make it adjsutable and try turning down
  the boost a bit. You
  need to remove the WG cap to see if there is an adjustment screw in
  there, or just a solid
  spacer. If you have the adjustment screw, just remove the little cap in
  the center of the WG top
  to access the adjustment screw with a metric hex wrench. Back-off the
  screw a bit to reduce
  the spring presure and the max boost level and retest.
