Headlight problem

This weekend the blue "high beam" light in my 1991 90quattro came on, but
dimly.  If I flick the high beams on, the blue light brightens to normal
intensity.  Outside, the high beams seem to create only a minor change in
relation to the low beams.  The direction of the beam changes, but with no
real intensity.  Both headlights are affected.  Strangely (but probably
tellingly), now, with the high beams on, the fog lights do not go out (as
they used to when the high beams functioned).  

This should be a no-brainer for this mailing list.  Save me some bucks on a
service visit.
