On my 88urq, there is a switch to detect the removal of the key.  In the state 
(key removed AND door courtesy light on) AND (radio antenna control high OR 
lights on) a buzzer sounds.  The loud click when the key is removed comes from 
this microswitch.

The lock engages with the key inserted, but not immediately.  It requires some 
steering movement and then clicks into place - with, as I say, the key still in 
place.

The police in the UK specifically recommend engaging the steering lock by 
giving the wheel a small turn afte removing the key.  It's said to make the 
lock harder to break by brute force.
