Make sure the caliper is the problem.  This sounds like a brake cable problem
to me...  If you inspect the cables and find that the black cable coating has
been cut, chances are the cables are at fault... the cables are a sealed unit
and water will wash the lubricant off the cable then the cable starts to
rust, then stick.  Cables are expensive, and I can tell you that they are a
B**** to install, but this is cheaper than replacing or rebuilding
(recommended, rebuilding brakes is no rocket science) the caliper.  if you
find that the weather is a little cold for the cable repair, it's pretty easy
to disconnect the cable at the bad caliper, but I wouldn't park on too many
hills this way!
