Problems with Climate Control in '89 Quattro 200

Greetings, I am having problems with the A/C in my '89 Quattro 200. The
heater, and defroster work fine, but the A/C blows the same  temperature
air as econ, sometimes warmer. I don't think the compressor comes on, and I
have had the freon checked. 

The interesting thing is: I disconected my battery for a long time one day,
and the air worked. For about 5 minutes. Hmmmmm . . ..


Any ideas? Seen this before?
