Climate Control Partly Broken, Help!

I posted this a while back but didn't see a response, so I'll try again as
I may have missed the reponse.

I have an '89 Quattro 200. The situation is: The climate control works
perfectly, except for the A/C part. When I turn the A/C on it blows outside
temperature (or maybe a little warmer) air in.

So I had the freon checked, it was fine. The guy that checked it says the
compressor looks OK. He says the relay is missing in the fusebox, but I
KNOW the no one has removed it.

The odd thing: If I remove power from the car (by disconnecting the
battery) the A/C works, for about 5 minutes!


Any ideas?
