I just re-checked in ams, and it shows 230 HP for the S4 in 1992.
With the exception of the 3.6 V8, it seems that Audi calculates
the US figures by subtracting just a shade more than 1%.
According to the Bosch Automotive Handbook, SAE Net, DIN, and JIS
figures should be equivalent. However, in Germany a consumer can sue
if a new car does not reach its rated top speed because the engine does
not produce its rated output. In this country, the SAE rating does not
imply that every engine will put out the rated HP; it only says that
an engine that was tested did.
