One note regarding CA "smog checks." On 1 January 1995 the rules changed so that
any car that does not pass the emission test must have no less than $400 in work
done to try to get the car to pass (if the car is not stock there is no limit to
the amount that is needed to return it to stock). If the car still does not pass
after $400 of work is completed it is issued a one-time exemption. At the time
of the next inspection two years later if it is again true that the car does not
pass the emission test after $400 of work the car must be disposed of.
Apparently this deal was worked out between those eco-fiendly [sic] folks at the
EPA and the state of CA. Ya sure ya wanna move to CA?
