 I believe that every state is the same way.  I do not know about CA but
I bought my 87 4000cs w/99,000 miles for $2500 from a family member in
NH.  When I registered it in MA I had to pay the sales tax based on the
blue book value.  Imagine my surprise!  I had to pay 1/6 of what I paid
for the car just to register it in MA.
