The other reason being of course the intense lobbying by 3M Company.  They
send a photographer to all the Governors' Conferences.  He shoots them
having a good time.  Then they make up big books of photos which they
give to all the Governors and their staffs.

I know all about it.  I used to be the guy that printed the pictures!

Naturally, 3M also lobbied heavily for front plates in all states.
