I found out after I bought the Avant that it had been involved in a minor 
front-end collision in NY State.  It appears that the bumper cover was 
replaced, and when I pulled the license plate off the front bumper I found 
some of the most professional hacking of holes I've ever seen.  I don't 
think there were any plugs in the replacement part.  

... and now you know the *real* reason why I still have the front plate on 
the car :(

I haven't had to do it myself, but if I were going to install a front plate 
hold on the car I'd probably pull off the bumper and cover, and determine 
the locations for the holes by marking the locations where the holes in the 
bumper are relative to the bumper cover.  Then drill the smallest hole that 
you can to allow the plate holder mounting screws to pass through.  This 
would allow you to remove the plate holder in the future without having 
obvious holes in the bumper.
