My guess would have been to check the fuel pump relay first.  A bad/loose relay can cause almost exactly the symptoms you describe.  Your diagnosis also might
have been the problem.  Do you have a way to tell if you (unknowingly) also
have a new relay?  This would have been a LOT less expensive to fix.

I don't want to cast aspersions on your mechanic.  What he did may well have 
been appropriate for the situation.  I have, however seen guys who will fix
a cheap problem and bill you for a more expensive one.  :-)
