What's the difference? I believe him.....why would anyone want to
make something like that. If it's against the law to use one in a
given state, they can do pretty much whatever they want with it.
BTW you don't have to be speeding to get reamed for using a 
radar detector. If they see one in operation in your car, they 
can stop you and take it away. No different from anything else
you're not supposed to be doing in your car.
