That would be odd, given what I've seen so far from Audi.  It seems to me
that they typically install the same wiring harness in every car, but do
not connect the connectors or supply the switches, etc for optional
features which are not installed.  For instance, my '91 Coupe, American
delivery (49 state) has both the California and Canadian wiring
installed, and wiring for several unused features.

If you do indeed have the heaters in your seat, it could be a simple matter
of locating the harness connectors (which may take some indepth searching),
and installing a switch.
