German plates

German plates are embossed with the vehicle's number - moreover, that number 
is issused on a combination of driver id and parish.

When you re-register a car, they're pretty keen on taking the old plates off 
you and cutting them up.  Blanks are like blank checks or passports - Germans 
twitch a lot if you mention the idea.
