I found on my '88 that there was a check valve in the line close to the 
pump.  I took the valve apart, removed the guts and put it all back to-
gether again.  Voila, the washer pump worked fine!  Thinking that the 
valve was the problem, I bought a replacement valve only to find the 
same anemic performance from the pump.  The only negative effect of 
eliminating the valve is that it would be possible for the lines to 
drain back into the reservoir, making it take longer for the washer 
fluid to hit a dry windshield.

It was a pretty simple operation ... pull off the steering wheel and
remove the unit that holds the stalks by loosening the screw accessed 
through the hole in the bottom.  The screw is at an angle and basically 
loosens a clamp that cinches the stalk unit to the steering column.
