OW-D Repairs for dummies

Thanks to the 'net I now know what to do to fix my ailing machine's poor
suspenders.  Now, what to do with its poor binders!

Has anybody else made this repair?

On my '87 4000CS Quattro, the right rear parking brake does not activate.
 The service brake is fine, and the caliper moves smoothly and slides and
does all that good stuff.  I just put pads and rotors on front and rear and
since there were no leaks, I did not rebuild the calipers.  The parking brake
cable going into that caliper gets nice and tight and nice and loose as the
brake lever is applied and released.  Is this a mere matter of opening up the
caliper and unsticking something rusted?  The brake shields do have some rust
holes in them so I wouldn't be surprised if there's some internal rust as
well.  Do I need to do a complete caliper rebuild or can I repair the
malfunctioning mechanical bits?

I figured if anybody I had access to knew about this, they'd be here on the
'net!
