Actually our local gov't here in Utah has taken a great inititave.  

They have a number you can call if you see a car belching out 
blue/white/black smoke.  As I understand it, if the same car is 
reported twice, they are issued a "fix-it" ticket to have the problem 
corrected.

It doesn't bother me, my '57 bus runs cleaner than most of the 
70's/80's American trash on the road!
