Brakes

I own an 89 200 TQ. Here is a description of my brake problem:
	1.If I try 
to drive the car a few seconds after it starts, the brakes are 	   like a 
rock and the car won't stop.
	2. I have to shut off ABS (via the dashboard 
switch) or the ABS starts
	   working every time I try and stop (and not 
very well at that).
	3. The brake warning light comes on every time I step 
on the brake.
	
I,ve had a couple of places (Audi) look at the brakes but 
to no avail. What's up!
