Actually you should look for a short to ground near the turn signal that
is intermittent. This would not blow a fuse just make the "on" time very
short since turn signal control "on" times are inversely proportional
to current flow.
The resistance is actually lower when one connects a trailer...It's that
two resistors in parallel problem you'll remember from your first circuit
theory course...
