On a related note, an article in the local rag (Seattle Times) last nite said
Puget Sound *might* get off the EPA's "bad-air blacklist" with a couple of
real positives:  no more oxygenated fuels, and targeted emissions testing
(instead of every car).  I'm hopeful.
