Full-time headlights

I understand Canadian Audis come equipped with a mechanism that lightly 
illuminates their headlights for daytime safety usage(no "off"--a full-time 
feature with vehicle ignition that may be overridden by full headlight 
settings). That seems like a good idea to me. Many new vehicles now come 
with that feature. Is there a kit, or parts, available for an Audi owner 
retrofit/upgrade? Advantages/disadvantages? Does it affect fuel consumption? 
Anyone done this? Contacts/suppliers? Difficulty?
