The rear fog light is something carried over from Germany, where it is
compulsory. The thinking (in Germany) is that the light should be on the
center line side of the car. This helps define its position to dars
approaching from the rear. There should be an unused lamp position in the
right hand tail lamp cluster; it is meant for use in right-hand r\drive
markets. The use of both right and left lamps simultaneously would lead to
confusion with the brake lights. As they are the same intensity, the brake
lights would not show up so distinctly to an approaching driver who already
had mentally factored in the fog light illumination.
