It sounds to me that someone has drilled out the plug that prevents access
to the screw that allows the CO adjustment screw to be accessed.  The actual
screw is a 3mm hex screw that is part of the airflow plate mechanism and
establishes the amount of fuel metered for a given amount of airflow.  I
don't think your screw is damaged (from what you have said above).  Although
the hole that is left after the plug is drilled out does not create a path
for unmetered air to enter the system, any air that flows through the hole
is not filtered.  Older cars such as the 1978 Audi Fox have a rubber plug
that can be easily removed.  You might want to look into getting one of 
these for your car.  Sorry, I don't have a part number in front of me.
