The wife's 87 TQW's alternator has one of the most robust-looking alternator 
adjustment linkages I have ever seen. The belt tension is adjusted by rotating 
a nut with teeth on it that engage a toothed piece, making minute adjustments 
possible and loosening all-but impossible. I wonder if you might be missing 
some of these pieces and linkages. I just cannot see how one of these 
alternators could "loosen up" if all the pieces are there.....
