Probably... since those high-wattage bulbs are advertised as illegal for 
use in street going cars (why in the world are they advertising in mass 
market car mags?) -- or so they say. But I wonder -- is it measured in 
wattage or number of brightness at certain distance (e.g. brake lights)? 
The former will be pointless since the new high intensity lights can put 
more lumens (whatever) per wattage; the latter will be another hiccup in 
the regulation (remember the sealed-beam headlight rule of sometime ago).
