You should be doing better than that.  My '84 4000sq gets about 28 mpg
on a long trip.  Is your O2 sensor working?  Otherwise, I might
suspect a bad temperature sensor messing around with the fuel
injection.  That smell of fuel makes me think it is running a bit
rich.  It might be worth having someone look at the fuel injector
spray pattern.

How's the air filter?  It's a real bear to get to, so maybe it hasn't
been changed for a *long* time.  Someone once said that removing the
headlamp allows easy access, but I just leave it to my mechanic.
