Funky Cruise - 5kTQ

The cruise control in my TQ seems to dislike the cold weather.  When cold, the
car won't hold it's speed, although it is trying to (meaning the car doesn't
drop to idle when I release the gas pedal after setting the cruise, but it
doesn't keep the speed I set it at either.)  Once warm (and I don't mean once
the car has warmed to operating temperatures, I mean after the temperature
under the hood, or maybe inside the car, has risen to some unknown level) the
thing works flawlessly.  I'm more curious about if anyone knows what might be
causing this than a fix for it, I'm willing to wait the 20 minutes it takes to
get whatever needs to get warm, warm, plus it works fine when the outside temp
is above, say, 30ish.
