Well, it is true, off the line the turbo will not be spooled up at 2000 rpm.
However, if you are cruising up a hill, as you mentioned, say in fourth or
fifth at 2000 rpm, the turbo will spin up, and you will feel the power. I
suppose, if you dropped the clutch from about 4000 rpms, there would be
enough exhaust spinning the turbo to give you an extra push..

Hmm..Maybe you could put on a 50HP or so nitrous shot on a timer, so you
could have an extra low end boost until the turbo gets spooled up.
