I would qualify that just a bit -- something like "high boost at high flow
rates (high engine RPM) requires a big turbo, and a big turbo is slow to
spool up". If you tune the whole for low-end grunt and mid-range torque then
you do not have to implement a big & slow turbo to get good performance. You
can tune for the low- and mid-range and achieve excellent street performance.
