4000 rebuilding motor or turbo conversion

I talked to someone today at Bellevue Motor Sports about mods to increase hp
on my 4000csq.  He told me that the vw 1800 engines uses compatible parts in 
the engine as the 4000csq and that it might be possible to increase the 
dispacement and compression, possibly getting 150+ hp with the stock injection 
and without all the custom work that a turbo  conversion will take. This 
option may cost 3000-3500 but with all the custom work that a turbo conversion 
takes it may be cost effective, especially if you have to do a rebuild anyhow. 
 Could anybody give me an idea how much a turbo conversion costs for someone 
who can do a little but not much custom work on their own.  Any ideas on pros 
and cons. 

Advantages to rebuild(correct me if I am wrong)
1 More reliable than the turbo system?
2 Uses the stock harnesses and injection system.=(less $)
3 More low end grunt?
