They should be connected. It is a brake pad wear sensor, basically the
wire complete a connection. The wire is actually embedded into the brake
pad if the brake pad wears down to 20% then the wire is cut so the
connection is broken. It will light up a low brake pad warning sign on
your autocheck display if you have one.
I am not familiar with the 90Q, In both the new and old
5000/100/200/A6/S4/S6 all has an autocheck display unit between the
speedo and tach.
The reason it was not connected was either your car is not equipped with
the autocheck system and the pads are aftermarket generic ones that also
fits other Audi model with the autocheck system or the pads on your car is
worn down to below 20% and the previous owner/dealer decided now to spend
money to replace them before selling it.
BTW the connector just snap on together.
